You can always stop in and ask, and if not you can look at stuff while there without checking anything out. My local library is half a block from the mechanic I usually go to so I’ll often wander over while my tires are being rotated and find some coffee table book to thumb through for 20 minutes
Regarding ID they often just need proof of residence, which can simply be a utility bill in your name or they might even accept junk mail that’s addressed to you
I don’t think I even have the right information they want unless they’re lenient (like accepting a very old school ID for photo ID).
